Answer:
Right after your period and at the same time each month. If you have irregular periods, you should do the self-exam on the same day of every month. See document on breast lump.

Answer:

Be on the lookout for a lump that stands out, nipple discharge, changes in skin texture, unusual tenderness, and differences from the last time you checked. The American Cancer Society distributes booklets demonstrating the proper technique for self-breast exam as well. (see cancer - support group).
